Yes - the "bots" do currently only allow games with players that are similarly strong as they are.

Why do we need "similarly strong" ?? Now it's hard for me to play because I only can challenge Clan Leaders

Ya, you are right. I think your Shizue can play against LV. 12 "BOTS" like Zoe, Jasper, Luzia etc.
