First off, we all have to remember that sometimes one player might loose connection, or have to suddenly leave (gets a phone call or other incoming messages).
But with that said, yes we do realize that occationally there are a few users who do exit or crash their game repeatedly, in order to avoid loosing. If you experience that someone does this repeatedly, then we suggest that you not only add them to your block list, but also contact support and let us know about it:

We are gathering these reports and will take actions in severe cases!
