Yes - the "bots" do currently only allow games with players that are similarly strong as they are.

Why do we need "similarly strong" ?? Now it's hard for me to play because I only can challenge Clan Leaders 
but they not usually at Online Arena. And it's also hard for gamers who start playing later to catch gamers who start playing earlier because they can beat higher LV to get more RP and %

Ya, you are right. I think your Shizue can play against LV. 12 "BOTS" like Zoe, Jasper, Luzia etc.
